Ambode inaugurates committee for Lagos at 50



– Governor Akinwunmi Ambode inaugurated a planning
committee ahead of Lagos at 50 celebration
– Professor Wole Soyinka was made chairman of the
committee
– The state will be 50 in 2017 and plan is underway for
a big celebration
Governor Akinwunmi Ambode has appointed Professor
Wole Soyinka as the chairman of the Lagos at 50
planning committee.
The state will be 50 in 2017 and ahead of the
celebration, the governor appointed the Nobel Laureate
alongside Mr. Rasheed Gbadamosi to both head the
committee.
The governor inaugurated the committee at the Lagos
house in Ikeja on Wednesday, February 10. Other
members of the committee include Hon. Habeeb
Fasinro, Chief Olawale Cole, Mrs. Sarah Boulos, Mr.
Abimbola Obafunwa, Prof (Mrs) Senapon Bakare, Mrs.
Chika Balogun, Mr. Folarin Coker, Prof. Ademola Abass,
Bolanle Austen Peter and Mrs Olufunmilayo Balogun as
secretary.
Governor Ambode expressed confidence in the ability of
the committee to deliver a world class celebration,
adding that the opportunity of Lagos at 50 will afford the
state to not only celebrate its past achievements, but
also to showcase to the world its immense potentials
for future growth and development.
He said : “Lagos state will be 50 years next year. 50
years is a significant landmark in the life of any
individual, institution or State. For Lagos State, it has
been an eventful 50 years which deserves to be fittingly
celebrated.”
The governor said that even though Lagos is the
smallest state in terms of size, it has maintained its
position as the economic capital of Nigeria.
“Lagos is a land of opportunities, offering all residents
the chance to succeed in their vocations and
endeavours. Lagos provides jobs to more people than
any other State in Sub Saharan Africa. Lagos is that
place where you have a chance to make it if you work
hard.
“Indeed, Lagos State has justified its creation. Apart
from being the pacesetter and first among equals in the
comity of States in the Nigerian Federation, Lagos State
also occupies a noticeable position in global affairs
especially as the fastest growing mega city in the
world.
“With all these in mind, it is imperative that we
celebrate Lagos at 50. In celebrating Lagos, we must
showcase our cultural heritage. We must celebrate the
language, arts, sights and sounds of Lagos. Celebrating
Lagos is to celebrate Nigerian Unity and Progress
because Lagos provides the cohesion that keeps
Nigeria together.”
The governor admitted that the celebration requires
experienced men and expressed confidence in the
ability of members of the committee
In his short remarks, Professor Soyinka said the
celebration of Lagos at 50 would afford an excellent

opportunity for the state to identify with the triumph,
losses and experience of the Black Race at home and in
the diaspora.
He promised that members of the committee would
work towards making the celebration a success.
Professor Soyinka likened the celebration to one of the
programmes in past editions of Lagos Black Heritage
Festival called the ‘Black in the Mediterranean Blue’,
saying “It would be used to project the black race not
just for the colonial experience and slave trade, but also
as a cultural people.”

Following the birth RudeBoy records and signing of Muno
to the label, Paul Okoye of Psquare has revealed why the
brothers are doing business individually.
In an exclusive interview with Naij.com on Monday,
February 8 at their Omole residence, Paul maintained that
Psqaure remains intact but it was time for each of them
to try out things independently without hurting the
Psquare family.
He said he decided to sign Muno immediately he heard
him so as not to repeat missed opportunities he had with
some artistes in the past. He revealed that he had missed
opportunity of signing artistes who are now stars just
because he wanted them signed unto Square records.
“When they brought Muno to me, I heard his voice, I
accepted him immediately because I no wan hear say he
don blow tomorrow and I don miss again (general
laughter).”
He further explained that Square records had missed
opportunities of signing several artistes.
“When Jude brought Cynthia Morgan I was in support of
it, but my brother (Peter) wasn’t comfortable with it but
Jude doesn’t want that kind of stories anymore so he
went on his own. We don’t want to experience the kind of
experience we had before because the problems we will
start resolving might even start affecting us. Now, some
of us are now like, ‘if to say we know we for allow this
girl join us o in Square records’.
Asked if he regrets not signing Cynthia Morgan to Square
records, he said; “It’s not only Cynthia Morgan, there is
somebody I regretted, Phyno. That’s exactly what I was
trying to explain to you earlier. I had the opportunity, he
was in my front but because I wanted him on Square
records and I couldn’t get it. He’s still my guy sha.”
Probed further, he stated that he missed the opportunity
of signing 9ice, Kiss Daniel and other music stars.
“Dem plenty. I first had 9ice, i tried to convince my
brothers. Everyone like him o, but then we were working
on our Do Me album. The first artiste I would have signed
to Rudeboy records was when I heard Woju on radio. I
call him Woju (Kiss Daniel). I called everyone but we
couldn’t get him. Music is spiritual, once you have that
feeling, just move.”
Paul who is currently promoting the two singles released
by Muno, No regrets and slow slow, said he is sure of
achieving success with Rudeboy records and Muno. He
equally added that Psquare will return with two or three
new singles in 2016.

Job Not done: My company got N72m from NIMASA – witness

A WITNESS, Mr Emeka Emelano, in the on-going trial of
former Managing Director of the Nigerian Maritime
Administration and Safety Agency, NIMASA, Patrick
Akpobolokemi, yesterday told a Federal High Court sitting
in Lagos that his company was used to obtain the sum of
N72million from the agency. He also told the court that
his company did not execute any contract for NIMASA to
have necessitated payment of the money.
Led in evidence by the prosecuting counsel, Mr Rotimi
Oyedepo,the witness said that his company specialises
in Agro allied services and gets remuneration for its
services through its bank accounts. He told the court that
some time in 2015, his younger brother, one Uche
Emelano sought to use his company to get a contract
from NIMASA and told him that the contract would be got
through the the third accused (Nwakuche).
Emelano is the fifth witness for the
prosecution. Akpobolokemi, the immediate past NIMASA
boss is being prosecuted by the Economic and Financial
Crimes Commission, EFCC alongside six others, on 22
counts charge of conversion and theft to the tune of N2.6
billion between December 23, 2013 and May 28, 2015.
Others accused in the matter are: Captain Ezekiel Agaba,
Ekene Nwakuche, Governor Juan and three companies,
namely Blockz and Stonz Ltd, Kenzo Logistics Ltd and
Al-Kenzo Logistic Ltd. The accused had all pleaded not
guilty to the charges preferred against them. Trial judge
in the matter is Justice Ibrahim Buba.

Obasanjo, prostrates before Ooni, backs his peace initiatives


Former president Olusegun Obasanjo has thrown his
weight behind the move by the Ooni of Ife, Oba Adeyeye
Ogunwusi to unify the yoruba race during his reign. It
would be recalled that Ooni Ogunwusi had been visiting
Yoruba monarchs as a way of ensuring unity. Among
those visited were the Aalafin of Oyo and Awujale of
Ijebuland among others.
Obasanjo spoke yesterday during a visitation to the
Ooni’s palace where he was received by prominent
traditional rulers in Ile-Ife. In a dramatic move, Obasanjo
who was accompanied by other prominent personalities
dressed in his Yoruba regalia, prostrated for the Ooni as
a sign of respect. While some of those present during the
visit expressed surprise at chief Obasanjo’s posturing,
others applauded and hailed the former president.
The former president explained that the unity move by the
Ooni was important for the progress of Yorubaland. He
urged the Ooni not to relent in his move to ensure unity,
adding that Ife remained the source of Yorubaland. He
said, “I commend the role of Ooni in ensuring peace in
Yorubaland. Continue what you are doing, especially
your unity course. I am happy with the move taken so far.
“It is only a sign of honour for the Ooni to visit anyone.
That does not stop Ile-Ife from its position in the history
of Yorubaland.” Obasanjo subsequently prayed for the
progress of Ife and Yorubaland. He also apologised for
not being present at the Ooni’s coronation.
On his part, the Ooni expressed appreciation for the
former president’s visit. Among those present during the
visitation were Dr. Femi Okunnu; Femi Majekodunmi;
Chief Oyewole Fasaweye, Ayo Balogun and a host of
others.

Reps to slash Buhari’s N3.8bn Villa clinic budget – Amadi


A member of the House of Representatives, Dennis Amadi
has said that the House will streamline the controversial
N3.8b allocated to Aso Rock clinic by President
Muhammadu Buhari in the 2016 budget proposal
submitted to the National Assembly.
Amadi who represents Ezeagu/Udi Federal Constituency
of Enugu State on the platform of the Peoples Democratic
Party, PDP, in Abuja yesterday said there was nothing to
worry about as the two chambers of the National
Assembly will critically go through all the sectoral
allocations and ensure that resources were allocated to

most for the interest of the Nigerian people.

Murder case: Families of accused lawyer, deceased clash in court


FAMILIES of a woman lawyer, Mrs Yewande Oyediran,
who was accused of killing her husband, late Oyelowo
Oyediran and that of the deceased, yesterday, clashed
within the premises of an Ibadan Magistrate Court after
the arraignment of the accused in an Iyaganku Magistrate
Court.
Mrs Oyediran allegedly stabbed her husband to death
after a domestic fight on February 2, 2016.
This came as warders smuggled the accused out of the
court premises in a blue Primera car other than the
prison van they used to bring her and other accused
persons to court.
After waiting fruitlessly for journalists to leave the court
premises so she could board the prison van, the warders
had to push other accused persons into the waiting van
and sped off.
However, Saturday Vanguard gathered another exit was
prepared Mrs Oyediran, who was taken out of the court in
a private car.
This, they did to act according to the dictates of the
family of the accused who insisted that her photograph
must not be taken.
On arrival at the court, a woman dressed in black and
purple blouse was the first to charge at the journalists,
then followed by other relations of the accused.
The drama got to climax as a man, who is sympathetic to
the accused person passed an uncomplimentary remark
at a bereaved woman, who was crying all along. This
infuriated the family members of the deceased who were
trying to conceal their bottled anger.
The atmosphere soon became chaotic as other
sympathisers were making frantic efforts to prevent a
serious confrontation.
Even though, the gun totting warders had driven
journalists away to a far distance, one of them with a
name tag, Aborode armed with gun still came and
harassed photo-journalists who were trying to capture
the moment the accused person would board the prison
van.
While in court, her counsel, Abimbola Oluwaseun, who
led a retinue of lawyers to the court, said in his oral
application, that his client should not be remanded in
prison custody having gone through so much trauma.
But his plea did not make any impact on the Chief
Magistrate, K.Y Durosaro-Tijani who said, “it is beyond
me. I have no jurisdiction to do so.”
The magistrate then ordered her to be remanded in Agodi
Prisons, Ibadan.
Speaking after the court session, a relation of the
deceased, Mr. Mudasiru Oyewumi said “all we are asking
for is justice.”
When asked if he knew of any serious issue between the
couple, he said there was nothing except the normal
husband-wife relationship.
“Unfortunately, by now she would have regrets. No
reasonable woman can lift a knife against her husband”.
A lawyer, Mr. Sina Olaniyan said it was quite unfortunate
that we have found ourselves in this ugly situation. What
could have prompted her, I can’t say. It is going to be a
test for the judiciary because people are watching”.
Another lawyer, Mr Adeleke Bakare described the
accused woman as a gentle, amiable person.
“She is somebody who fights against crime as a state
counsel. At times, she takes prosecution personal to
show how committed she is to her profession. I’m
surprised at what has happened to her now. Somebody
who fights against crime is now involved in a crime that
has highest punishment.”

Wike’s victory: I didn’t call for S-Court Judges’ probe — Odigie-Oyegun


National Chairman of the All Progressives Congress,
Chief John Odigie-Oyegun, has said that he did not call
for the probe of Supreme Court judges over their verdict
in favour of Rivers State Governor, Chief Nyesom
Wike. Odigie-Oyegun made the clarification in an
interview with Saturday Vanguard in Abuja on Friday,
said there was no need to do so since the apex court had
not given any reason for its verdicts.
The chairman said: “I did not at any time call for the
probe of the judges of the Supreme Court because we do
not know what informed the court’s decision in respect of
Rivers, Akwa Ibom and others. “It would be out of place
for me to have made such a call when the apex court was
to come out with the details of its judgment. “In any case,
what is there to probe when we don’t even know what
informed their decisions?” he asked rhetorically.
The chairman noted that although the apex court
judgment in the case of Rivers and Akwa Ibom were very
“astonishing”, the party would wait to hear what informed
them before making its feelings public.
It will be recalled that during a meeting with the APC
Governorship Candidate in Rivers State, Dr. Dakuku
Peterside, on Wednesday, Odigie-Oyegun had noted that
there was something wrong with the nation’s judiciary,
which needed to be investigated so as to move the nation
forward but did not make specific mention of the
Supreme Court.
“We must address these issues. I still find the judgement
on the Rivers State governorship election totally
astonishing. There is something fundamentally wrong in
the Judiciary,” he said.

I returned Metuh’s N25m to EFCC, Sambo’s ex-aide tells court

A former Political Adviser to the ex-Vice-President, Namadi
Sambo, Abba Dabo, on Thursday told a Federal High Court
in Abuja that he returned to the Economic and Financial
Crimes Commission the sum of N25m paid to him by the
National Publicity Secretary of the Peoples Democratic
Party, Olisa Metuh, for the party’s media publicity works.
Dabo, who was testifying as the seventh prosecution
witness against Metuh, said he returned the money on his
own volition in January 2016 due to media publications
indicating that it was sourced from funds meant for
procurement of arms.
He said the N25m was paid to him through Metuh’s firm,
Destra Investment Limited’s account, on December 16,
2014, five days after former President Goodluck Jonathan
and Sambo emerged as the PDP’s presidential and vice-
presidential candidates at the party’s nomination
convention.
The witness, who is a past newspaper’s editor and a former
Chief Press Secretary to ex-President Shehu Shagari, said
he decided to return the money to the EFCC because he
could not reach Metuh, who was then in the custody of the
anti-graft agency.
The PDP chief said, “Unfortunately, there were reports in
the media on this transaction with Chief Metuh linking it to
controversial circumstances. I mean it was identified that
Chief Metuh paid the N25m into my account through his
company and that the source of the money was from the
arms deal that was being discussed generally in the
country.
“As a result of that publication, we thought we needed to
explain, and because it was paid to my personal account ,
in my name, I decided to make a refund, and I paid it to the
EFCC, because I couldn’t reach Mr. Metuh that particular
time.
“The newspapers were awash with the story that linked the
money given to me to the arms money that was said to
have been diverted to other uses by the Office of the
National Security Adviser. On my own volition, I decided
that the best way out of the rigmarole was to pay back the
amount. I paid it back to EFCC.”
The EFCC is prosecuting Metuh and Destra Investments
Limited on seven counts of fraudulent collection of N400m
from the Office of the National Security Adviser on
November 22, 2014 and money laundering involving cash
transaction to the tune of $2m.
The prosecution alleged that the N400m which Metuh got
from the NSA office and used for the PDP’s campaign
activities was “part of the proceeds of an unlawful activity”
of the immediate past NSA, Col. Sambo Dasuki (retd.).
Dabo said on Thursday that with the N25m which he got
from Metuh in the build-up to the 2015 presidential
election, he helped to mitigate and counter negative media
reports against the then Jonathan-led government and the
PDP.
He said he used the money to run the Media Support
System which he had set up to boost the PDP’s media
profile in response to “vicious attacks” from Hausa radio
stations and criticisms from the Nigerian media as well as
the social media.
He said he also set up a team of facilitators and young
Information Technology enthusiasts, who were active on
the Internet to run a website, What’s Up Naija.
He added, “From the money we received from Chief Metuh,
we paid salaries and allowances of facilitators, bought
equipment and computers for the young people working on
What’s Up Naija.
“We even paid that year’s rent for our office at 12B, Deb
Street, Off Danube Street in Maitama, Abuja. We also used
that office to monitor the election.”
Dabo, who described Metuh as “a loyal party man,
dedicated, strong and outspoken person,” said he, however,
chose to refund the money to the EFCC following media
reports linking the money to the botched purchase of arms.
“I decided to refund the money not only because it was from
the NSA Office, but also because it was linked to the
botched arms purchase deal,” Dabo said.
But the trial judge, Justice Okon Abang, on Thursday
upheld an objection raised by the defence to the
admissibility of documents relating to the activities of the
What’s Up Naija and Media Support System as well as the
tenancy agreement for the office used by the campaign
platforms.
The judge rejected the documents relating to the two
campaign platforms because, being computer-generated,
they did not meet the standard set out in Section 84(1) (a)

to why it tendered the photocopy instead of the original.
Under cross-examination by the defence counsel, Mr.
Onyechi Ikpeazu (SAN), Dabo confirmed that he considered
the refund of the money “absolutely important,” and that he
made the refund to the EFCC through three bank drafts.
“I wrote a letter to the EFCC attaching three bank drafts
with a cover letter acknowledging that Chief Olisa Metuh,
the PDP National Publicity Secretary, gave N25m to me on
December 16, 2014 for the purposes of publicity campaign
which was done by Whats Up Naija and Media Support
System,” he said.
He said he did not mention the refund in his statement
made to the EFCC on January 6, 2016 “because I needed to
go to the bank the next day to make necessary
arrangement.”
Fielding more questions from Ikpeazu, the witness
confirmed that he was at Metuh’s home in Gudu area of
Abuja on the day he was arrested while trying to find out
the source of the campaign money from him.
“Up till now, I have not have the chance of meeting with
him,” the witness said.
He confirmed that former President Jonathan, the Federal
Government and the PDP benefitted “immensely” from the
media works Metuh engaged him for.
Metuh attended the proceedings from home on Thursday,
without handcuffs and prison officials around him.
Thursday was his first court appearance after he met his
bail conditions and was released from prison.
Decked in a black suit with a pair of eye glasses, his gray
beards which were left to grow during his 13 days of
detention, had been shaved clean.
Like the previous court sessions, a battery of women party
faithful in the PDP-customised wrappers, relatives and
friends, filled all available spaces in the court room.
After the court proceedings on Thursday, they surrounded
and accompanied Metuh to a waiting Prado jeep which later
drove him away.
Justice Abang adjourned till Monday for further trial.

Ambode appoints new KAI boss


The Lagos State Governor, Mr. Akinwumi Ambode, has
approved the appointment of Mr. Amusat Jimoh as the new
KAI Marshal General.
Jimoh, who is a retired Chief Superintendent of Police, was
sworn in on Thursday by the Commissioner for the
Environment, Dr Babatunde Adejare, on behalf of the
governor.
A statement by KAI on Thursday said Jimoh had served as
the Divisional Police Officer of the Alausa and Anthony
police stations.
He was also the Head of Operations, Lion Building, Lagos
State. He served as the Commander, Mopol 33 Ado-Ekiti,
Ekiti State, and the Unit Commander, Mopol 20, Ikeja.
The statement said, “Jimoh would be the fourth KAI
Marshal General. He succeeds Captain Danjuma Maigari
(retd.), the immediate past KAI Marshal General.
“Also appointed to assist him were three Assistant KAI
Marshal Generals.
“Mr. Dapo Thomas has been appointed as the Assistant
KAI Marshal General for Lagos Central Senatorial District.
“Mr. Jacob Asogba is now the Assistant KAI Marshal
General in charge of Lagos East Senatorial District, while
Mr. Abdul Kabir has been appointed as Assistant KAI
Marshal General in charge of Lagos West Senatorial
District.”

Lagos adopts nine-year-old housemaid tortured with hot water


The Lagos State Government says Precious Chinwedu, a
nine-year-old housemaid, who was tortured by her boss for
allegedly stealing crayfish is now in its custody.
Our correspondent learnt that the Office of the Public
Defender had moved the primary three pupil, who hails from
Orlu, Imo State, from Rem-Yems Hospital in the Agbado
area of Lagos, where she had been on admission since
December 28, 2015.
Our correspondent had reported on January 12, 2016, that
Chinwedu’s boss, Ifeoma Mbakwe, had on December 27,
2015, sent her to bring the crayfish in the kitchen but she
could not find it. The woman, however, accused her of
eating the crayfish without her consent.
In a fit of anger, she reportedly beat up the girl before
pouring hot water on her.
It was reported that the woman forced her to sleep in pains
on that day before taking her to the hospital the following
morning.
Chinwedu had said, “She (Mbakwe) said I should go and
bring crayfish, but I told her I did not see it. She said I ate
it. She used something we used to grind pepper to hit my
head. She bit me in the back and poured hot water on me. I
complained that my body was paining me. But she told me
to go and sleep like that.
“She does not give me food regularly. There is no food for
me in the afternoon when I come back from the school.
Sometimes, she would not give me food in the evening. She
always beats me. I want to go back to my parents.”
Neighbours of the woman, who had been arraigned in court,
said they had warned her against beating Chinwedu on
several occasions.
The Director OPD, Mrs. Omotola Rotimi, who spoke to our
correspondent on the telephone, said Governor Akinwumi
Ambode and the state Attorney General, instructed the
agency to cater to the girl.
She said, “The attention of the governor and the Attorney
General was drawn to the plight of Precious Chinwedu,
whose boss poured hot water on. We were instructed to
take over the matter and the girl has been taken from the
hospital with the help of the police. She is now in our
protective custody.”
Rotimi said OPD would provide a legal representative for
the victim for the prosecution of the case.
“Henceforth, our legal representative will appear in court on
behalf of the victim and we will ensure that the case is
diligently prosecuted to get justice for her,” she added.

Amaechi inspects project in Osun, lauds Aregbesola


The Minister of Transport, Mr. Rotimi Amaechi, on Thursday
inspected some federal projects in Osun State and the MKO
Abiola International Airport, Ido Osun, which is a joint
project of the Federal Government and the state.
The minister lauded Governor Rauf Aregbesola, for
prudently managing the meager resources available to the
state due to the steady fall in the price of crude oil.
Amaechi said, “Initially, when the economic meltdown
started, I was very worried for states like Osun because of
the of meagre resources.
“Am I still worried? The answer is yes, because the
economy hasn’t
improved. But I commend him for he has been able to
manage to continue what he started.
“I thank God for the kind of leaders Osun has in him and his
deputy for their being able to manage their little
resources.”
The minister said he would inform President Muhammdu
Buhari about what he saw, adding that the President would
make a decision based on the information the council
passes on to him.
“We are inspecting federal roads. Some of the states have
constructed federal roads and are asking for refund. So we
are going round. We have a committee set up by Federal
Executive Council headed by Raji Fashola, who is in charge
of South South. I am in charge of South West. There are
others too going round the country,” he added.
Aregbesola appealed to the Federal Government to pay its
50 per cent commitment on the airport project.
He said the airport, when completed, would be one of
the lucrative ones in the country because of its cargo and
hanger facilities, which was the first of its kind in Nigeria.
The governor said, “We want you to convey our message to
the Federal Government on its commitment to jointly fund
the airport with our state base on 50/50 sharing of the cost
of the project.
“We believe that the airport has huge economic and
aviational value to both the country and the state.
“In this regard, we want you to intimate the Federal
Government to assist the state with its counterpart funds
for the speedy completion of the project.”

Blame Obasanjo, other leaders for Nigeria’s woes — SARAKI


ABUJA—SENATE President, Bukola Saraki, yesterday,
responded informally to former President Olusegun
Obasanjo’s letter to him last week, blaming all past
leaders since 1999 for the woes the country is presently
facing.
Saraki said rather than blame an individual, all past
leaders of the country since the return of democracy in
1999 were culpable of the present economic problems of
the country.
He insisted that all public office holders in Nigeria since
1999 , were involved in one way or the other, in the
mistakes of the past that led the country to the present
political and economic mess.
The Senate President spoke while responding to
questions from journalists on the alleged secrecy of the
National Assembly’s budget and corruption leveled
against it by former President Obasanjo in a recent letter.
Saraki
He noted that it was wrong for anybody to hold an
individual or group of people solely responsible for the
mess of the past.
Saraki said rather than trading blames on the woes
afflicting the country now, what was needed from all
stakeholders was a collective participation of all for the
good of all Nigerian.
He vowed that details of the N115 billion National
Assembly budget on section by section basis, would be
transparently put into the public domain this year as
against the practice of one item in the past.
He said: "We’ve all been here since 1999 up to the recent
past when things were not done right; we are all part of
it. I was there, you were there, every other political office
holder in different capacities were there as well."
“My own view from the 8th National Assembly is that
the time for collective participation for the good of all
Nigerians is here with us in line with the change mantra
of the present administration . We are all on the same
page for things to be done differently.
“I think what we need now from all stakeholders , is more
of cooperation, encouragement and participation as
oppose to trying to hold one person responsible for the
mistakes of the past that we are all part of .It is clearly
not the right thing needed now.
“I Appeal to you , appeal to all Nigerians that we should
work together just as I assure you all that we will do well
here in NASS to practically complement the change
agenda, ‘’ he said.

Arms probe: Falana’s petition against Dasuki, Okonjo- Iweala arrives ICC


LAGOS — The International Criminal Court, ICC, at The Hague has confirmed that it is considering petition submitted to it by a human rights lawyer, Mr Femi Falana, SAN, over alleged crimes against humanity committed in the context of the arms procurement scandal. The ICC revealed this in a letter dated February 1, 2016 with reference: OTP-CR-32/16 and signed by Mark P. Dillon, Head of Information & Evidence Unit of the ICC. The letter read in part: “The Office of the Prosecutor of the International Criminal Court acknowledges receipt of your documents/letter. This communication has been duly entered in the Communications Register of the Office. "We will give consideration to this communication, as appropriate, in accordance with the provisions of the Rome Statute of the International Criminal Court.” Falana had in a petition dated January 19, 2016 requested the ICC to “investigate allegations of crimes against humanity committed against the Nigerian people by some former and serving military as well as public officials and private persons who engaged in the criminal diversion of $8 billion earmarked to procure equipment for the armed forces to fight insurgency.”

Alleged false declaration of assets: S-Court decides Saraki’s fate today

ABUJA —The Supreme Court will today, deliver judgment on the appeal seeking to quash the 13-count charge the Federal Government filed against the Senate President, Dr. Bukola Saraki, before the Code of Conduct Bureau. The judgment will be delivered by a seven-man panel of Justices of the apex court, led by the Chief Justice of Nigeria, CJN, Justice Mahmud Mohammed. The government had, in the charge it filed before the CCT, alleged that Saraki tampered with the assets declaration form he filled prior to his emergence as the Senate President. He was said to have deliberately manipulated the assets declaration form by making anticipatory declarations. Aside the allegation that he operated a foreign bank account while in office as a public servant, Saraki was also accused of acquiring wealth beyond his legitimate earnings. All the offences contained in the charge were said to have been committed while Saraki held sway as the governor of Kwara State. Nevertheless, Saraki, through his team of lawyers led by Chief J. B. Daudu, SAN, went before the apex court to challenge the competence of the charge which he said ought to be quashed for want of merit. Relying on the provision of Paragraph 15(1) to the Fifth Schedule of the 1999 Constitution, as amended, Saraki maintained that the Justice Danladi Umar-led panel of the CCT was not legally and properly composed to try him. He argued that a two-member panel of the CCT that has been presiding over the case against him fell short of the constitutional requirement. Moreover, Saraki contended that the CCT, not being a court that is constitutionally equipped with criminal jurisdiction, lacked the powers to dock him on the basis of the 13-count charge. Besides, it was his argument that the fact that there was no substantive Attorney-General of the Federation as at the time the charge was filed, rendered it incompetent. FG, through its lawyer Mr. Rotimi Jacobs, SAN, however, urged the apex court to dismiss Saraki’s appeal for want of merit, insisting that it has established a prima-facie criminal case to warrant the prosecution of the Senate President before the CCT. Urging the apex court to direct the appellant to go and clear his name before the tribunal, FG relied on the provision of section 4(2)(b) of the interpretation Act, to contend that Saraki was properly charged before the CCT. It will be recalled that a previous panel of the apex court headed by Justice John Fabiyi, who is now retired, had in a ruling on November 12, 2015 suspended further hearing on the case pending against Saraki before the CCT. The Justice Fabiyi panel which was disbanded by the CJN, specifically directed the CCT panel to “tarry awhile”, to enable the apex court to hear Saraki’s appeal. Saraki had in his six grounds of appeal, prayed the Supreme Court to set-aside the majority verdict of the appellate court panel delivered by Justices Moore Adumein and Mohammed Mustapha on September 30, 2015. Alternatively, he wants the court to uphold the dissenting verdict of the third member of the appellate court panel, Justice Joseph Ekanem, who not only voided the 13- count criminal charge before the CCT, but also discharged him. He is praying the apex court to evaluate the split judgment of the appellate court with a view to determining whether or not the charge pending before the CCT ought not to be quashed.

Nigerians’ll starve to death by 2050, if… —Presidency

ABUJA— THE Presidency, yesterday, raised alarm that Nigerians would starve to death by 2050 if nothing was done to ensure an all year round farming. It also said with the rate the country was going, the population would by 2050 rise to 509 million. According to the Federal Government, the present mode of farming will not sustain the increasing population in the country. It noted that there was the urgent need for all major stakeholders to work towards improving mechanized farming and irrigation, to ensure an all year farming to avert the problem. Speaking, yesterday, during the budget defence of 2016, Minister of Agriculture, Chief Audu Ogbeh, said the country had the capacity to grow the grass required by the cattle to consume. He said: “We have written to state governments to encourage them to develop dams and canals so that agriculture becomes an all year round activity and it is not confined to the rainy season alone. "Besides, by 2050, Nigeria population will be very close to 500 million at the current rate of growth. This is just 34 years from now. If we carry on at the current rate of one crop per year, with very low mechanization, Nigerians run the risk of starving to death. He said: "We intend to intensify and consolidate on the local staples, the yams, the cassava, the beans, especially rice and wheat. Both of which consume $11 million per day in import. The figure is going down a bit. We can’t afford that in the long run because we don’t even have the resources. “The ministry has put necessary machinery in motion to stop the constant bloody clashes between herdsmen and farmers. We have decided we are going to develop massive paddocks across the country. "What the cows are looking for is grass and water. We have the capacity to grow the grass we want not just any kind of grass but highly nutritive grass for the cows to eat. If it can be done in Kenya, Saudi Arabia, there is no reason why we can’t do it here. ‘’There is sizable provision for grassing at hinterland, by developing water, drilling of boreholes and small dams to irrigate those areas already mapped out. In the process we hope that the cattle herdsmen would have a more stable life."
